Today, somewhere in the DC metropolitan area, the military is conducting a highly classified Granite Shadow “demonstration.”

Granite Shadow is yet another new Top Secret and compartmented operation related to the military’s extra-legal powers regarding weapons of mass destruction. It allows for emergency military operations in the United States without civilian supervision or control.

A spokesman at the Joint Force Headquarters-National Capital Region (JFHQ-NCR) confirmed the existence of Granite Shadow to me yesterday, but all he would say is that Granite Shadow is the unclassified name for a classified plan.

That classified plan, I believe, after extensive research and after making a couple of assumptions, is CONPLAN 0400, formally titled Counter-Proliferation of Weapons of Mass Destruction. Concept Plan (CONPLAN) 0400 is a long-standing contingency plan of the Chairman of the Joint Chiefs of Staff (CJCS) that serves as the umbrella for military efforts to counter the spread of weapons of mass destruction. It has extensively been updated and revised since 9/11.

The CJCS plan lays out national policy and priorities for dealing with WMD threats in peacetime and crisis — from far away offensive strikes and special operations against foreign WMD infrastructure and capabilities, to missile defenses and “consequence management” at home if offensive efforts fail.

All of the military planning incorporates the technical capabilities of the intelligence agencies and non-military organizations such as the national laboratories of the Department of Energy. And finally, CONPLAN 0400 directs regional combatant commanders to customize counter-proliferation plans for each of their own areas of operations.

When that “area of operations” is the United States, things become particularly sensitive.

That’s where Granite Shadow comes in. U.S. Northern Command (NORTHCOM), the military’s new homeland security command, is preparing its draft version of CONPLAN 0400 for military operations in the United States, and the resulting Granite Shadow plan has been classified above Top Secret by adding a Special Category (SPECAT) compartment restricting access.

The sensitivities, according to military sources, include deployment of “special mission units” (the so-called Delta Force, SEAL teams, Rangers, and other special units of Joint Special Operations Command) in Washington, DC and other domestic hot spots. NORTHCOM has worked closely with U.S. Special Operations Command (SOCOM), as well as the secret branches of non-military agencies and departments to enforce “unity of command” over any post 9/11 efforts.

Further, Granite Shadow posits domestic military operations, including intelligence collection and surveillance, unique rules of engagement regarding the use of lethal force, the use of experimental non-lethal weapons, and federal and military control of incident locations that are highly controversial and might border on the illegal.

Granite Shadow is the twin to Power Geyser, a program I first revealed to The New York Times in January. The JFHQ spokesman confirms that Granite Shadow and Power Geyser are two different unclassified names for two different classified plans.

In the case of Power Geyser, the classified plan is CJCS CONPLAN 0300, whose entire title is classified. According the military documents, the unclassified title is “Counter-Terrorism Special Operations Support to Civil Agencies in the event of a domestic incident.” It is another Top Secret/SPECAT plan directing the same special mission units to provide weapons of mass destruction recovery and “render safe” in either a terrorist incident or in the case of a stolen (or lost) nuclear weapon. Render safe refers to the ability of explosive ordnance disposal experts to isolate and disarm any type of biological, chemical, nuclear or radiological weapon.\

The obvious question is why there is a need for two plans. My guess is that Power Geyser and CONPLAN 0300 refers to operations in support of a civil agency “lead” (most likely the Attorney General for a WMD attack) while Granite Shadow and CONPLAN 0400 lays out contingencies where the military is in the lead. I’ll wait to be corrected by someone in the know.

Both plans seem to live behind a veil of extraordinary secrecy because military forces operating under them have already been given a series of ”special authorities” by the President and the secretary of defense. These special authorities include, presumably, military roles in civilian law enforcement and abrogation of State’s powers in a declared or perceived emergency.

In January, when The New York Times reported on the Power Geyser name from my Code Names website, the Pentagon argued that “It would be irresponsible … to comment on any classified program that may or may not exist.”

I can’t see how the Defense Department can continue this line of argument post-Katrina. We see the human cost of a system of contingency planning done in complete secret, with a lack of any debate as to what should be the federal government’s priorities, emphasis, and rules.

As the Granite Shadow commandos and their federal brethren go through their paces today, some inside the system will lament that I have “compromised” their work. But the very fact that nothing in my writing damages the Granite Shadow effort should demonstrate that we can have a discussion of contingency planning priorities in the United States, and debate extraordinary special authorities granted to those in uniform, without compromising the details of the plans themselves.

There’s still time. The full-scale exercise of Granite Shadow’s capabilities and procedures doesn’t start until April 2006.

The COVID-19 pandemic raises the fear that huge swaths of the executive branch or even Congress and the Supreme Court could also be disabled, forcing the implementation of "continuity of government" plans that include evacuating Washington and "devolving" leadership to second-tier officials in remote and quarantined locations.

But Coronavirus is also new territory, where the military itself is vulnerable and the disaster scenarios being contemplated -- including the possibility of widespread domestic violence as a result of food shortages -- are forcing planners to look at what are called "extraordinary circumstances".

Above-Top Secret contingency plans already exist for what the military is supposed to do if all the Constitutional successors are incapacitated. Standby orders were issued more than three weeks ago to ready these plans, not just to protect Washington but also to prepare for the possibility of some form of martial law.

According to new documents and interviews with military experts, the various plans – codenamed Octagon, Freejack and Zodiac – are the underground laws to ensure government continuity. They are so secret that under these extraordinary plans, "devolution" could circumvent the normal Constitutional provisions for government succession, and military commanders could be placed in control around America.

"We're in new territory," says one senior officer, the entire post-9/11 paradigm of emergency planning thrown out the window. The officer jokes, in the kind of morbid humor characteristic of this slow-moving disaster, that America had better learn who Gen. Terrence J. O'Shaughnessy is.

He is the "combatant commander" for the United States and would in theory be in charge if Washington were eviscerated. That is, until a new civilian leader could be installed.
'We're in territory we've never been in before'

What happens, government expert Norman Ornstein asked last week, if so many members of Congress come down with the coronavirus that the legislature cannot meet or cannot muster a quorum? After 9/11, Ornstein and others, alarmed by how little Washington had prepared for such possibilities, created a bipartisan Continuity of Government Commission to examine precisely these and other possibilities.

It has been a two-decade long futile effort, Ornstein says, with Congress uninterested or unable to either pass new laws or create working procedures that would allow emergency and remote operations. The rest of the federal government equally is unprepared to operate if a pandemic were to hit the very people called upon to lead in an emergency. That is why for the first time, other than planning for the aftermath of a nuclear war, extraordinary procedures are being contemplated.

In the past, almost every imagined contingency associated with emergency preparedness has assumed civil and military assistance coming from the outside. One military officer involved in continuity planning calls it a "cavalry" mentality: that military assistance is requested or ordered after local civil authority has been exhausted.

"There might not be an outside," the officer says, asking that she not be named because she is speaking about sensitive matters.

In recognition of the equal vulnerability of military forces, the Pentagon has instituted unprecedented restrictions on off-base travel. Last Wednesday it restricted most overseas travel for 60 days, and then on Friday issued supplemental domestic guidance that essentially keeps all uniformed personnel on or near military bases. There are exceptions, including travel that is "mission-essential," the Pentagon says.

Mission essential in this regard applies to the maze of more than a dozen different secret assignments, most of them falling under three larger contingency plans:

CONPLAN 3400, or the military's plan for "homeland defense," if America itself is a battlefield.

CONPLAN 3500, "defense support of civil authorities," where the military assists in an emergency short of armed attack on the nation.

CONPLAN 3600, military operations in the National Capital Region and continuation of government, under which the most-secret plans to support continuity are nested.

All of these plans are the responsibility of U.S. Northern Command (or NORTHCOM), the homeland defense military authority created after 9/11. Air Force General O'Shaughnessy is NORTHCOM's Colorado Springs-based commander.

On February 1, Defense Secretary Mark T. Esper signed orders directing NORTHCOM to execute nationwide pandemic plans. Secretly, he signed Warning Orders (the WARNORD as it's called) alerting NORTHCOM and a host of east coast units to "prepare to deploy" in support of potential extraordinary missions.

Seven secret plans – some highly compartmented – exist to prepare for these extraordinary missions.

Three are transportation related, just to move and support the White House and the federal government as it evacuates and operates from alternate sites.

The first is called the Rescue & Evacuation of the Occupants of the Executive Mansion (or RESEM) plan, responsible for protecting President Trump, Vice President Mike Pence, and their families--whether that means moving them at the direction of the Secret Service or, in a catastrophe, digging them out of the rubble of the White House.

The second is called the Joint Emergency Evacuation Plan (or JEEP), and it organizes transportation for the Secretary of Defense and other national security leaders so that they can leave the Washington area.

The Atlas Plan is a third, moving non-military leaders – Congressional leadership, the Supreme Court and other important figures – to their emergency relocation sites. Under Atlas, a still- secret bunker would be activated and cordoned, with government operations shifting to Maryland.

The three most compartmented contingencies – Octagon, Freejack, and Zodiac – call upon various military units in Washington DC, North Carolina and eastern Maryland to defend government operations if there is a total breakdown.

The seventh plan – codenamed Granite Shadow – lays out the playbook for extraordinary domestic missions that involve weapons of mass destruction. (I disclosed the existence of this plan in 2005, and its associated "national mission force"--a force that is on alert at all times, even in peacetime, to respond to a terrorist attack or threat with the nuclear weapon.)

Most of these plans have been quietly activated during presidential inaugurals and State of the Union addresses, the centrality of the weapons of mass destruction scenario seen in the annual Capital Shield exercise in Washington. Last year's exercise posited a WMD attack on Metro Station. Military sources say that only the massive destruction caused by a nuclear device – or the enormous loss of life that could be caused by a biological agent – present catastrophic pressure great enough to justify movement into extra-Constitutional actions and extraordinary circumstances plans.

"WMD is such an important scenario," a former NORTHCOM commander told me, "not because it is the greatest risk, but because it stresses the system most severely."

According to another senior retired officer, who told me about Granite Shadow and is now working as a defense contractor, the national mission force goes out on its missions with "special authorities" pre-delegated by the president and the attorney general. These special authorities are needed because under regulations and the law, federal military forces can supplant civil authority or engage in law enforcement only under the strictest conditions.

When might the military's "emergency authority" be needed? Traditionally, it's thought of after a nuclear device goes off in an American city. But now, planners are looking at military response to urban violence as people seek protection and fight over food. And, according to one senior officer, in the contingency of the complete evacuation of Washington.

Under Defense department regulations, military commanders are authorized to take action on their own – in extraordinary circumstances – where "duly constituted local authorities are unable to control the situation." The conditions include "large-scale, unexpected civil disturbances" involving "significant loss of life or wanton destruction of property." The Joint Chiefs of Staff codified these rules in October 2018, reminding commanders that they could decide, on their own authority, to "engage temporarily" in military control in circumstances "where prior authorization by the President is impossible" or where local authorities "are unable to control the situation." A new Trump-era Pentagon directive calls it "extreme situations." In all cases, even where a military commander declares martial law, the directives say that civil rule has to be restored as soon as possible.

"In scenarios where one city or one region is devastated, that's a pretty straightforward process," the military planner told me.

"But with coronavirus, where the effect is nationwide, we're in territory we've never been in before."

An extended period of devolution

Continuity of government and protection of the presidency began in the Eisenhower administration with the possibility emerging that Washington could be obliterated in an atomic attack. The need to plan for a nuclear decision-maker to survive even a direct attack led to the building of bunkers and a maze of secret procedures and exceptions, many of which are still followed to this day. Congress was also folded in – at least Congressional leadership – to ensure that there would always be a Constitutional successor. And then the Supreme Court was added.

Before 9/11, continuity and emergency programs were broadened beyond nuclear war preparedness, particularly as hurricanes began to have such devastating effects on modern urban society. And because of the advent of pandemics, broadly beginning with the Avian Influenza, civil agencies responsible for national security, such as the Department of Health and Human Services, which is the lead agency to respond to coronavirus, were also brought into continuity protection.

Despite well-honed plans and constant testing over 30 years, the attacks of September 11, 2001 severely tested all aspects of continuity movement and communications. Many of the procedures written down on paper were either ignored or thrown out the window. As a result, continuity had a second coming, billions spent by the new Department of Homeland and the other national security agencies to ensure that the Washington leadership could communicate and move, a whole new system established to be ready if a terrorist attack came without warning. Bunkers, many shuttered at the end of the Cold War, were reopened and expanded. Befitting the panic at the time, and the atomic legacy, the most extraordinary planning scenario posited a terrorist attack that would involve an improvised nuclear or radiological dispersal device in a major American city.

The terrorist attack scenario dominated until 2006, when the disastrous government response to Hurricane Katrina in New Orleans shifted federal government preparedness to formally adopt an "all-hazards" system. Civil agencies, the 50 states and local communities – particularly large cities – all began to synchronize emergency preparedness with common protocols. U.S. Northern Command was created to harness military assistance in domestic disasters, it's three overarching contingency plans the product now of 15 years of trial and error.

Government at all levels now have extensive "continuity" programs to respond to man-made and natural disasters, a national response framework that has steadily grown and taken hold. This is the public world of emergency response, ranging from life-saving efforts to protect and restore critical infrastructure, to drills that practice the evacuation of key officials. It is a partnership created between federal government agencies and the States, carefully constructed to guard the rule of law.

In July 2016, Barack Obama signed the classified Presidential Policy Directive 40 on "National Continuity Policy," establishing "essential functions" that government agencies were tasked to protect and retain. At the highest level were the National Essential Functions, those that posit "the continued functioning" of government under the Constitution. In order to preserve Constitutional rule, agencies were ordered to have not just a line of succession but also one of "devolution," a duplicate chain of individuals secreted outside Washington available in a catastrophic emergency. Federal Continuity Directive 1, issued just days before Donald Trump became president, says that devolution has to establish "procedures to transfer statutory authority and responsibilities" to this secondary designated staff to sustain essential functions.

"Devolution may be temporary, or may endure for an extended period," the directive states. And it further directs that the devolution staff be located at "a geographically dispersed location unaffected by the incident." Except that in the case of coronavirus, there may be no such location. This places the plans for the extraordinary into completely uncharted territory, planners not just considering how devolution or martial law might work in a nationwide disaster but also how those earmarked to implement these very plans have to be sequestered and made ready, even while they are equally vulnerable.

NORTHCOM stresses in almost everything it produces for public consumption that it operates only in "support" of civil authorities, in response to state requests for assistance or with the consent of local authorities. Legally, the command says, the use of federal military forces in law enforcement can only take place if those forces are used to suppress "insurrection, domestic violence, unlawful combination, or conspiracy." A second test also has to be met, that such disturbances "hinders the execution of the laws of that State, and of the United States within the State," that is, that the public is deprived of its legal and constitutional protections. Local civil authorities must be "unable, fail, or refuse" to protect the civilian population for military forces to be called in, Pentagon directives make clear.

Hurricane Katrina forced the federal government to shift from a terrorism scenario to an "all-hazards" system.

Since Hurricane Katrina in 2006, no emergency has triggered any state to even request federal military aid under these procedures. Part of the reason, the senior officer involved in planning says, is that local police forces have themselves become more capable, acquiring military-grade equipment and training. And part of the reason is that the governors have worked together to strengthen the National Guard, which can enforce domestic law when it is mustered under state control.

But to give a sense of how sensitive the employment of military forces on American soil is, when the New York National Guard arrived in New Rochelle last week, even though they were operating under the control of the governor, Mayor Noam Bramson still found it necessary to assure the public that no one in military uniform would have any "policing function."

Local authorities around America are already expressing worries that they have insufficient equipment, particularly ventilators, to deal with a possible influx of coronavirus patients, the number of hospital beds fewer than the potential number of patients that could need them. And brawls have already broken out in stores where products are in short supply. The worst case is that shortages and violence spreads, that the federal military, isolated and kept healthy behind its own barricade, is called to take over.

Orders have already gone out that Secretary of Defense Esper and his deputy, David Norquist, remain physically separated, to guard against both of them becoming incapacitated. Other national security agencies are following suit, and the White House continuity specialists are readying evacuation should the virus sweep through the Executive Mansion.

The plans state that the government continues essential functions under all circumstances, even if that is with the devolved second string or under temporary military command. One of the "national essential functions", according to Federal Continuity Directive 1 is that the government "provid[e] leadership visible to the Nation and the world ... [while] maintaining the trust and confidence of the American people"

The question is whether a faceless elite could ever provide that confidence, preserving government command but also adding to public panic. That could be a virus too.

Actual concentration camps are in the process of development at military bases across the Southern United States. Potential locations have been identified by military or Pentagon personnel as:

This isn’t the first time in US history that facilities are being constructed and used to imprison large numbers of a persecuted minority in a relatively small area with inadequate facilities (the definition of a concentration camp). Previous examples of this are now infamous, such as the so-called Japanese internment camps. We’re now on the brink of adding a new chapter to this dark history.

Military officials, in response to pressured deadlines from the White House, have stated that these camps can begin to be operational by mid-August. Estimates are that capacity for another 10,000 people can be added each month. The White House’s stated timeline of 45 days out from June 27th has local base commanders scrambling and caught unaware.

In addition to providing the land, military personnel will construct the camps while private agencies will manage the operations. While this simplified explanation of operations seeks to minimize the military’s role, it omits the endless capacities in which the armed forces will surely be facilitating the functioning of these camps such as with water, electricity, sewage, trash, and all of the other services to go allow with sustaining tens of thousands of immigrant detainees.

Additional operational problems include the difficulty of housing persons in restricted access bases who legally need access to immigration and civil-liberties lawyers, secure areas to discuss their cases, as well as access for advocates, relatives, news media and political activists. Another issue is the lack of state licensing requirements, such as health and building codes, which military locations enable the government to avoid.

As of July 10th, two weeks after the Pentagon confirmed that it was indeed working with the Department of Homeland Security (DHS) to construct these camps, there was still no Memorandum of Understanding with either DHS or Health and Human Services (HHS) nor could any timeline be stated for one. A memorandum would clearly delineate the roles and responsibilities of all parties. To move forward with construction plans without one, nor any clear legal guidance, certainly leads military personnel into dangerous waters for themselves.

The military is strictly prohibited from domestic policing as stated in the constitution yet military personnel are being drafted into doing just that with this rising domestic enforcement of immigration policy. Just because Trump/Sessions Co. declares a war on immigrants, doesn’t make it an actual war. Being quite clearly an illegal order, the question is who will refuse to aid and abet?

The Trump administration’s reckless leadership is currently putting military personnel in danger of running afoul of the law. While military personnel at all levels have a responsibility to refuse to participate in facilitating these camps, commanders in particular are at a particularly high risk in complying with these orders due to the precedent of the Nuremberg prosecution of those who aided and abetted Nazi leadership.

Already the construction of one camp has been abandoned due to people’s refusal to look the other way. The proposed use of the Concord Naval Weapons Station experienced significant resistance and outcry from the community and local officials who opposed the plan once it was exposed via a leaked Navy memo recently published. DHS soon thereafter announced they would no longer build a concentration camp at this location. To follow that up, on July 10th the Contra Costa Sheriff’s Department announced it is cancelling its contract with ICE which facilitated the local county jails holding ICE-detained persons for a lucrative fee. These human rights victories have been happening in other communities as well including Sacramento County just last month.

Since the news coverage of the camp plans was broken, there has been heated debate within military communities as individuals seek to understand and define their reactions to this new era we find ourselves in. Meanwhile more than thirty lawmakers are pushing forward different amendments which would bar National Guard or other reserve components from enforcing immigration laws, and restrict the Pentagon from housing immigrants on military bases. Alabama Rep. Byrne recently stated “Housing anyone in tents on the Gulf Coast during the heat of summer and the heart of hurricane season would be inhumane and a major mistake. I am committed to working with our local officials to fight back against this misguided idea.”

There are discussions and calls right now for counties to cease partnering with ICE, for communities surrounding military bases to refuse to work on the bases which will hold tens of thousands of people for the “crime” of seeking refuge.

Courage to Resist believes that all military personnel have a moral and legal obligation to refuse to comply with any order that involves collaboration with these immigrant concentration camps.

FEMA CONCENTRATION CAMPS: Locations and Executive Orders

There over 800 prison camps in the United States, all fully operational and ready to receive prisoners. They are all staffed and even surrounded by full-time guards, but they are all empty. These camps are to be operated by FEMA (Federal Emergency Management Agency) should Martial Law need to be implemented in the United States and all it would take is a presidential signature on a proclamation and the attorney general's signature on a warrant to which a list of names is attached. Ask yourself if you really want to be on Ashcroft's list.

The Rex 84 Program was established on the reasoning that if a "mass exodus" of illegal aliens crossed the Mexican/US border, they would be quickly rounded up and detained in detention centers by FEMA. Rex 84 allowed many military bases to be closed down and to be turned into prisons.

Operation Cable Splicer and Garden Plot are the two sub programs which will be implemented once the Rex 84 program is initiated for its proper purpose. Garden Plot is the program to control the population. Cable Splicer is the program for an orderly takeover of the state and local governments by the federal government. FEMA is the executive arm of the coming police state and thus will head up all operations. The Presidential Executive Orders already listed on the Federal Register also are part of the legal framework for this operation.

The camps all have railroad facilities as well as roads leading to and from the detention facilities. Many also have an airport nearby. The majority of the camps can house a population of 20,000 prisoners. Currently, the largest of these facilities is just outside of Fairbanks, Alaska. The Alaskan facility is a massive mental health facility and can hold approximately 2 million people.

EXECUTIVE ORDER 10990 allows the government to take over all modes of transportation and control of highways and seaports.

EXECUTIVE ORDER 10995 allows the government to seize and control the communication media.

EXECUTIVE ORDER 10997 allows the government to take over all electrical power, gas, petroleum, fuels and minerals.

EXECUTIVE ORDER 10998 allows the government to seize all means of transportation, including personal cars, trucks or vehicles of any kind and total control over all highways, seaports, and waterways.

EXECUTIVE ORDER 10999 allows the government to take over all food resources and farms.

EXECUTIVE ORDER 11000 allows the government to mobilize civilians into work brigades under government supervision.

EXECUTIVE ORDER 11005 allows the government to take over railroads, inland waterways and public storage facilities.

EXECUTIVE ORDER 11051 specifies the responsibility of the Office of Emergency Planning and gives authorization to put all Executive Orders into effect in times of increased international tensions and economic or financial crisis.

EXECUTIVE ORDER 11310 grants authority to the Department of Justice to enforce the plans set out in Executive Orders, to institute industrial support, to establish judicial and legislative liaison, to control all aliens, to operate penal and correctional institutions, and to advise and assist the President.

EXECUTIVE ORDER 11049 assigns emergency preparedness function to federal departments and agencies, consolidating 21 operative Executive Orders issued over a fifteen year period.

EXECUTIVE ORDER 11921 allows the Federal Emergency Preparedness Agency to develop plans to establish control over the mechanisms of production and distribution, of energy sources, wages, salaries, credit and the flow of money in U.S. financial institution in any undefined national emergency. It also provides that when a state of emergency is declared by the President, Congress cannot review the action for six months. The Federal Emergency Management Agency has broad powers in every aspect of the nation. General Frank Salzedo, chief of FEMA's Civil Security Division stated in a 1983 conference that he saw FEMA's role as a "new frontier in the protection of individual and governmental leaders from assassination, and of civil and military installations from sabotage and/or attack, as well as prevention of dissident groups from gaining access to U.S. opinion, or a global audience in times of crisis." National Security Act of 1947 allows for the strategic relocation of industries, services, government and other essential economic activities, and to rationalize the requirements for manpower, resources and production facilities.

1950 Defense Production Act gives the President sweeping powers over all aspects of the economy.

Act of August 29, 1916 authorizes the Secretary of the Army, in time of war, to take possession of any transportation system for transporting troops, material, or any other purpose related to the emergency.

International Emergency Economic Powers Act enables the President to seize the property of a foreign country or national. These powers were transferred to FEMA in a sweeping consolidation in 1979.

Vandenburg AFB - Rex 84 facility, located near Lompoc & Santa Maria. Internment facility is located near the oceanside, close to Space Launch Complex #6, also called "Slick Six". The launch site has had "a flawless failure record" and is rarely used.

Norton AFB - (closed base) now staffed with UN according to some sources.

Tule Lake - area of "wildlife refuge", accessible by unpaved road, just inside Modoc County.

Fort Ord - Closed in 1994, this facility is now an urban warfare training center for US and foreign troops, and may have some "P.O.W. - C.I." enclosures. Twentynine Palms Marine Base - Birthplace of the infamous "Would you shoot American citizens?" Quiz. New camps being built on "back 40".

Oakdale - Rex 84 camp capable of holding at least 20,000 people. 90 mi. East of San Francisco.

Rex 84 facility Eglin AFB - This base is over 30 miles long, from Pensacola to Hwy 331 in De Funiak Springs. High capacity facility, presently manned and populated with some prisoners.
Pensacola - Federal Prison Camp Everglades - It is believed that a facility may be carved out of the wilds here.

GEORGIA
Ft. Benning - Located east of Columbus near Alabama state line. Rex 84 site - Prisoners brought in via Lawson Army airfield.

Ft. Mc Pherson - US Force Command - Multiple reports that this will be the national headquarters and coordinating center for foreign/UN troop movement and detainee collection.

Oglethorpe - Macon County; facility is located five miles from Montezuma, three miles from Oglethorpe. This FEMA prison has no staff and no prisoners.

HAWAII
Halawa Heights area - Crematory facility located in hills above city. Area is marked as a state department of health laboratory. Barbers Point NAS - There are several military areas that could be equipped for detention / deportation.

Honolulu - Detention transfer facility at the Honolulu airport similar in construction to the one in.Oklahoma (pentagon-shaped building where airplanes can taxi up to).

IDAHO
Minidoka/Jerome Counties - WWII Japanese-American internment facility possibly under renovation.

Clearwater National Forest - Near Lolo Pass - Just miles from the Montana state line near Moose Creek, this unmanned facility is reported to have a nearby airfield.

ILLINOIS
Marseilles - Located on the Illinois River off Interstate 80 on Hwy 6. It is a relatively small facility with a cap of 1400 prisoners. Though it is small it is designed like prison facilities with barred windows, but the real smoking gun is the presence of military vehicles. Being located on the Illinois River it is possible that prisoners will be brought in by water as well as by road and air. This facility is approximately 75 miles west of Chicago. National Guard training area nearby.

Scott AFB - Barbed wire prisoner enclosure reported to exist just off-base. More info needed, as another facility on-base is beieved to exist.

Pekin - This Federal satellite prison camp is also on the Illinois River, just south of Peoria. It supplements the federal penitentiary in Marion, which is equipped to handle additional population outside on the grounds.

Chanute AFB - Rantoul, near Champaign/Urbana - This closed base had WWII - era barracks that were condemned and torn down, but the medical facility was upgraded and additional fencing put up in the area. More info needed.

Marion - Federal Penitentiary and satellite prison camp inside Crab Orchard Nat'l Wildlife Refuge. Manned, staffed, populated fully. Greenfield - Two federal correctional "satellite prison camps" serving Marion - populated as above.
Shawnee National Forest - Pope County - This area has seen heavy traffic of foreign military equipment and troops via Illinois Central Railroad, which runs through the area. Suspected location is unknown, but may be close to Vienna and Shawnee correctional centers, located 6 mi. west of Dixon Springs.

Savanna Army Depot - NW area of state on Mississippi River.
Lincoln, Sheridan, Menard, Pontiac, Galesburg - State prison facilities equipped for major expansion and close or adjacent to highways & railroad tracks.

Kankakee - Abandoned industrial area on west side of town (Rt.17 & Main) designated as FEMA detention site. Equipped with water tower, incinerator, a small train yard behind it and the rear of the facility is surrounded by barbed wire facing inwards.

INDIANA
Indianapolis / Marion County - Amtrak railcar repair facility (closed); controversial site of a major alleged detention / processing center. Although some sources state that this site is a "red herring", photographic and video evidence suggests otherwise. This large facility contains large 3-4 inch gas mains to large furnaces (crematoria??), helicopter landing pads, railheads for prisoners, Red/Blue/Green zones for classifying/processing incoming personnel, one-way turnstiles, barracks, towers, high fences with razor wire, etc. Personnel with government clearance who are friendly to the patriot movement took a guided tour of the facility to confirm this site. This site is located next to a closed refrigeration plant facility.

Ft. Benjamin Harrison - Located in the northeast part of Indianapolis, this base has been decomissioned from "active" use but portions are still ideally converted to hold detainees. Helicopter landing areas still exist for prisoners to be brought in by air, land & rail.

Crown Point - Across street from county jail, former hospital. One wing presently being used for county work-release program, 80% of facility still unused. Possible FEMA detention center or holding facility.
Camp Atterbury - Facility is converted to hold prisoners and boasts two active compounds presently configured for minumum security detainees. Located just west of Interstate 65 near Edinburgh, south of Indianapolis.

Terre Haute - Federal Correctional Institution, Satellite prison camp and death facility. Equipped with crematoria reported to have a capacity of 3,000 people a day. FEMA designated facility located here.

Fort Wayne - This city located in Northeast Indiana has a FEMA designated detention facility, accessible by air, road and nearby rail.

Kingsbury - This "closed" military base is adjacent to a state fish & wildlife preserve. Part of the base is converted to an industrial park, but the southern portion of this property is still used. It is bordered on the south by railroad, and is staffed with some foreign-speaking UN troops. A local police officer who was hunting and camping close to the base in the game preserve was accosted, roughed up, and warned by the English-speaking unit commander to stay away from the area. It was suggested to the officer that the welfare of his family would depend on his "silence". Located just southeast of LaPorte.

Jasper-Pulaski Wildlife Area - Youth Corrections farm located here. Facility is "closed", but is still staffed and being "renovated". Total capacity unknown.

Grissom AFB - This closed airbase still handles a lot of traffic, and has a "state-owned" prison compound on the southern part of the facility.

UNICOR

Jefferson Proving Grounds - Southern Indiana - This facility was an active base with test firing occuring daily. Portions of the base have been opened to create an industrial park, but other areas are still highly restricted. A camp is believed to be located "downrange". Facility is equipped with an airfield and has a nearby rail line.

Newport - Army Depot - VX nerve gas storage facility. Secret meetings were held here in 1998 regarding the addition of the Kankakee River watershed to the Heritage Rivers Initiative. Hammond - large enclosure identified in FEMA-designated city.

KENTUCKY
Ashland - Federal prison camp in Eastern Kentucky near the Ohio River.
Louisville - FEMA detention facility, located near restricted area US naval ordnance plant. Military airfield located at facility, which is on south side of city.

Lexington - FEMA detention facility, National Guard base with adjacent airport facility.

Manchester - Federal prison camp located inside Dan Boone National Forest.

Ft. Knox - Detention center, possibly located near Salt River, in restricted area of base. Local patriots advise that black Special Forces & UN gray helicopters are occasionally seen in area.
Land Between the Lakes - This area was declared a UN biosphere and is an ideal geographic location for detention facilities. Area is an isthmus extending out from Tennessee, between Lake Barkley on the east and Kentucky Lake on the west. Just scant miles from Fort Campbell in Tennessee.

LOUISIANA
Ft. Polk - This is a main base for UN troops & personnel, and a training center for the disarmament of America.

Livingston - WWII German/Italian internment camp being renovated?; halfway between Baton Rouge and Hammond, several miles north of Interstate 12. Oakdale - Located on US route 165 about 50 miles south of Alexandria; two federal detention centers just southeast of Fort Polk.

MAINE
Houlton - WWII German internment camp in Northern Maine, off US Route 1.

MARYLAND, and DC
Ft. Meade - Halfway between the District of Criminals and Baltimore. Data needed. Ft. Detrick - Biological warfare center for the NWO, located in Frederick.

MASSACHUSETTS
Camp Edwards / Otis AFB - Cape Cod - This "inactive" base is being converted to hold many New Englander patriots. Capacity unknown. Ft. Devens - Active detention facility. More data needed.

MICHIGAN
Camp Grayling - Michigan Nat'l Guard base has several confirmed detention camps, classic setup with high fences, razor wire, etc. Guard towers are very well-built, sturdy. Multiple compounds within larger enclosures. Facility deep within forest area.

Sawyer AFB - Upper Peninsula - south of Marquette - No data available. Bay City - Classic enclosure with guard towers, high fence, and close to shipping port on Saginaw Bay, which connects to Lake Huron. Could be a deportation point to overseas via St. Lawrence Seaway.

These sites are confirmed hoaxes. Hancock County - NASA test site De Soto National Forest. "These two supposed camps in Mississippi do not exist. Richards-Gebaur AFB - located in Grandview, near K.C.MO. A very large internment facility has been built on this base, and all base personnel are restricted from coming near it.

Ft. Leonard Wood - Situated in the middle of Mark Twain National Forest in Pulaski County. This site has been known for some UN training, also home to the US Army Urban Warfare Training school "Stem Village". Warsaw - Unconfirmed report of a large concentration camp facility.

MONTANA
Malmstrom AFB - UN aircraft groups stationed here, and possibly a detention facility.

NEBRASKA
Scottsbluff - WWII German POW camp (renovated?). Northwest, Northeast corners of state - FEMA detention facilities - more data needed. South Central part of state - Many old WWII sites - some may be renovated.

NEVADA
Elko - Ten miles south of town. Wells - Camp is located in the O'Niel basin area, 40 miles north of Wells, past Thousand Springs, west off Hwy 93 for 25 miles.

Pershing County - Camp is located at I-80 mile marker 112, south side of the highway, about a mile back on the county road and then just off the road about 3/4mi. Winnemucca - Battle Mountain area - at the base of the mountains.

Nellis Air Force Range - Northwest from Las Vegas on Route 95. Nellis AFB is just north of Las Vegas on Hwy 604. Stillwater Naval Air Station - east of Reno . No additional data.

NEW HAMPSHIRE / VERMONT
Northern New Hampshire - near Lake Francis. No additional data.

NEW JERSEY
Ft. Dix / McGuire AFB - Possible deportation point for detainees. Lots of pictures taken of detention compounds and posted on Internet, this camp is well-known. Facility is now complete and ready for occupancy.

NEW MEXICO
Ft. Bliss - This base actually straddles Texas state line. Just south of Alomogordo, Ft. Bliss has thousands of acres for people who refuse to go with the "New Order".

Holloman AFB (Alomogordo)- Home of the German Luftwaffe in Amerika; major UN base. New facility being built on this base, according to recent visitors. Many former USAF buildings have been torn down by the busy and rapidly growing German military force located here.
Fort Stanton - currently being used as a youth detention facility approximately 35 miles north of Ruidoso, New Mexico. Not a great deal of information concerning the Lordsburg location.

White Sands Missile Range - Currently being used as a storage facility for United Nations vehicles and equipment. Observers have seen this material brought in on the Whitesands rail spur in Oro Grande New Mexico about thirty miles from the Texas, New Mexico Border.

Camp Perry - Site renovated; once used as a POW camp to house German and Italian prisoners of WWII. Some tar paper covered huts built for housing

Sheridan - Federal prison satellite camp northwest of Salem. Josephine County - WWII Japanese internment camp ready for renovation. Sheridan - FEMA detention center. Umatilla - New prison spotted.

PENNSYLVANIA
Allenwood - Federal prison camp located south of Williamsport on the Susquehanna River. It has a current inmate population of 300, and is identified by William Pabst as having a capacity in excess of 15,000 on 400 acres.
Indiantown Gap Military Reservation - located north of Harrisburg. Used for WWII POW camp and renovated by Jimmy Carter. Was used to hold Cubans during Mariel boat lift.
Camp Hill - State prison close to Army depot. Lots of room, located in Camp Hill, Pa. New Cumberland Army Depot - on the Susquehanna River, located off Interstate 83 and Interstate 76.
Schuylkill Haven - Federal prison camp, north of Reading.

SOUTH CAROLINA
Greenville - Unoccupied youth prison camp; total capacity unknown.
Charleston - Naval Reserve & Air Force base, restricted area on naval base.

SOUTH DAKOTA
Yankton - Federal prison camp
Black Hills Nat'l Forest - north of Edgemont, southwest part of state. WWII internment camp being renovated.

TENNESSEE
Ft. Campbell - Next to Land Between the Lakes; adjacent to airfield and US Alt. 41.
Millington - Federal prison camp next door to Memphis Naval Air Station.
Crossville - Site of WWII German / Italian prison camp is renovated; completed barracks and behind the camp in the woods is a training facility with high tight ropes and a rappelling deck.
Nashville - There are two buildings built on State property that are definitely built to hold prisoners. They are identical buildings - side by side on Old Briley Parkway. High barbed wire fence that curves inward.

TEXAS
Austin - Robert Mueller Municipal airport has detenion areas inside hangars.
Bastrop - Prison and military vehicle motor pool.
Eden - 1500 bed privately run federal center. Currently holds illegal aliens.
Ft. Hood (Killeen) - Newly built concentration camp, with towers, barbed wire etc., just like the one featured in the movie Amerika. Mock city for NWO shock- force training. Some footage of this area was used in "Waco: A New Revelation" Reese AFB (Lubbock) - FEMA designated detention facility.
Sheppard AFB - in Wichita Falls just south of Ft. Sill, OK. FEMA designated detention facility.
North Dallas - near Carrolton - water treatment plant, close to interstate and railroad.

Ft. Bliss (El Paso) - Extensive renovation of buildings and from what patriots have been able to see, many of these buildings that are being renovated are being surrounded by razor wire.
Beaumont / Port Arthur area - hundreds of acres of federal camps already built on large-scale detention camp design, complete with the double rows of chain link fencing with razor type concertina wire on top of each row. Some (but not all) of these facilities are currently being used for low-risk state prisoners who require a minimum of supervision.

Beckley - Alderson - Lewisburg - Former WWII detention camps that are now converted into active federal prison complexes capable of holding several times their current populations. Alderson is presently a women's federal reformatory.

WASHINGTON
Seattle/Tacoma - SeaTac Airport: fully operational federal transfer center Okanogan County - Borders Canada and is a site for a massive concentration camp capable of holding hundreds of thousands of people for slave labor. This is probably one of the locations that will be used to hold hard core patriots who will be held captive for the rest of their lives.
Sand Point Naval Station - Seattle - FEMA detention center used actively during the 1999 WTO protests to classify prisoners.
Ft. Lewis / McChord AFB - near Tacoma - This is one of several sites that may be used to ship prisoners overseas for slave labor.

WISCONSIN
Ft. McCoy - Rex 84 facility with several complete interment compounds.

OTHER LOCATIONS IN THE UNITED STATES
There are many other locations not listed above that are worthy of consideration as a possible detention camp site, but due to space limitations and the time needed to verify, could not be included here. Virtually all military reservations, posts, bases, stations, & depots can be considered highly suspect (because it is "federal" land). Also fitting this category are "Regional Airports" and "International Airports" which also fall under federal jurisdiction and have limited-access areas. Mental hospitals, closed hospitals & nursing homes, closed military bases, wildlife refuges, state prisons, toxic waste dumps, hotels and other areas all have varying degrees of potential for being a detention camp area. The likelihood of a site being suspect increases with transportation access to the site, including airports/airstrips, railheads, navigable waterways & ports, interstate and US highways. Some facilities are "disguised" as industrial or commercial properties, camouflaged or even wholly contained inside large buildings (Indianapolis) or factories. Many inner-city buildings left vacant during the de-industrialization of America have been quietly acquired and held, sometimes retrofitted for their new uses.

CANADA
Our Canadian friends tell us that virtually all Canadian military bases, especially those north of the 50th Parallel, are all set up with concentration camps. Not even half of these can be listed, but here are a few sites with the massive land space to handle any population:

These people will be dragged out of their homes at 4:00 am and will be taken to FEMA detention centers and killed. This will take place approximately 2 weeks before martial law is enforced.

Blue List – These are also enemies of the NWO, but are followers of the Red List folks. These people will be rounded up after martial law is in place, and will be taken to the detention centers and ‘re-educated’. Various mind-control techniques will used on them. Most will not survive this. Mr. Springmeier was not specific on exactly who was on the Blue List, but I would guess that people such as you and I are on that list.

Yellow List – These are citizens who know nothing about the NWO and don’t want to know. They are considered to be no threat at all and will be instructed as to how to behave and will most likely do whatever they are told. Mr. HASTINGS of Florida introduced the following bill; which was referred to the Committee on Transportation and Infrastructure, and in addition to the Committee on Armed Services, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned

To direct the Secretary of Homeland Security to establish national emergency centers on military installations.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the 'National Emergency Centers Establishment Act'.

SEC. 2. ESTABLISHMENT OF NATIONAL EMERGENCY CENTERS.

(a) In General- In accordance with the requirements of this Act, the Secretary of Homeland Security shall establish not fewer than 6 national emergency centers on military installations.

(b) Purpose of National Emergency Centers- The purpose of a national emergency center shall be to use existing infrastructure—

(1) to provide temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster;

(2) to provide centralized locations for the purposes of training and ensuring the coordination of Federal, State, and local first responders;

(3) to provide centralized locations to improve the coordination of preparedness, response, and recovery efforts of government, private, and not-for-profit entities and faith-based organizations; and

(4) to meet other appropriate needs, as determined by the Secretary of Homeland Security.

SEC. 3. DESIGNATION OF MILITARY INSTALLATIONS AS NATIONAL EMERGENCY CENTERS.

(a) In General- Not later than 60 days after the date of the enactment of this Act, the Secretary of Homeland Security, in consultation with the Secretary of Defense, shall designate not fewer than 6 military installations as sites for the establishment of national emergency centers.

(b) Minimum Requirements- A site designated as a national emergency center shall be~

(1) capable of meeting for an extended period of time the housing, health, transportation, education, public works, humanitarian and other transition needs of a large number of individuals affected by an emergency or major disaster;

(2) environmentally safe and shall not pose a health risk to individuals who may use the center;

(3) capable of being scaled up or down to accommodate major disaster preparedness and response drills, operations, and procedures;

(4) capable of housing existing permanent structures necessary to meet training and first responders coordination requirements during nondisaster periods;

(5) capable of hosting the infrastructure necessary to rapidly adjust to temporary housing, medical, and humanitarian assistance needs;

(6) required to consist of a complete operations command center, including 2 state-of-the art command and control centers that will comprise a 24/7 operations watch center as follows:

(A) one of the command and control centers shall be in full ready mode; and

(B) the other shall be used daily for training; and

(7) easily accessible at all times and be able to facilitate handicapped and medical facilities, including during an emergency or major disaster.

(c) Location of National Emergency Centers- There shall be established not fewer than one national emergency center in each of the following areas:

(1) The area consisting of Federal Emergency Management Agency Regions I, II, and III.

(2) The area consisting of Federal Emergency Management Agency Region IV.

(3) The area consisting of Federal Emergency Management Agency Regions V and VII.

(4) The area consisting of Federal Emergency Management Agency Region VI.

(5) The area consisting of Federal Emergency Management Agency Regions VIII and X.

(6) The area consisting of Federal Emergency

Management Agency Region IX.

(d) Preference for Designation of Closed Military Installations- Wherever possible, the Secretary of Homeland Security, in consultation with the Secretary of Defense, shall designate a closed military installation as a site for a national emergency center. If the Secretaries of Homeland Security and Defense jointly determine that there is not a sufficient number of closed military installations that meet the requirements of subsections (b) and (c), the Secretaries shall jointly designate portions of existing military installations other than closed military installations as national emergency centers.

(e) Transfer of Control of Closed Military Installations- If a closed military installation is designated as a national emergency center, not later than 180 days after the date of designation, the Secretary of Defense shall transfer to the Secretary of Homeland Security administrative jurisdiction over such closed military installation.

(f) Cooperative Agreement for Joint Use of Existing Military Installations- If an existing military installation other than a closed military installation is designated as a national emergency center, not later than 180 days after the date of designation, the Secretary of Homeland Security and the Secretary of Defense shall enter into a cooperative agreement to provide for the establishment of the national emergency center.

(1) PRELIMINARY REPORT- Not later than 90 days after the date of the enactment of this Act, the Secretary of Homeland Security, acting jointly with the Secretary of Defense, shall submit to Congress a report that contains for each designated site—

(g) Reports-

(A) an outline of the reasons why the site was selected;

(B) an outline of the need to construct, repair, or update any existing infrastructure at the site;

(D) an outline of preliminary plans for the transfer of control of the site from the Secretary of Defense to

the Secretary of Homeland Security, if necessary under subsection (e); and

(E) an outline of preliminary plans for entering into a cooperative agreement for the establishment of a

national emergency center at the site, if necessary under subsection (f).

(2) UPDATE REPORT- Not later than 120 days after the date of the enactment of this Act, the Secretary of Homeland Security, acting jointly with the Secretary of Defense, shall submit to Congress a report that contains for each [designated site—

(A) an update on the information contained in the report as required by paragraph (1);

(B) an outline of the progress made toward the transfer of control of the site, if necessary under subsection (e);

(C) an outline of the progress made toward entering a cooperative agreement for the establishment of a national emergency center at the site, if necessary under subsection (f); and

(D) recommendations regarding any authorizations and appropriations that may be necessary to provide for the establishment of a national emergency center at the site.

(3) FINAL REPORT- Not later than 1 year after the date of the enactment of this Act, the Secretary of Homeland Security, acting jointly with the Secretary of Defense, shall submit to Congress a report that contains for each designated site—

(A) finalized information detailing the transfer of control of the site, if necessary under subsection (e);

(B) the finalized cooperative agreement for the establishment of a national emergency center at the site, if necessary under subsection (f); and

(4) ADDITIONAL REPORTS- The Secretary of Homeland Security, acting jointly with the Secretary of Defense, may submit to Congress additional reports as necessary to provide updates on steps being taken to meet the requirements of this Act.

SEC. 4. LIMITATIONS ON STATUTORY CONSTRUCTION.

This Act does not affect—

(1) the authority of the Federal Government to provide emergency or major disaster assistance or to implement any disaster mitigation and response program, including any program authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5121 et seq.); or

(2) the authority of a State or local government to respond to an emergency.

SEC. 5. AUTHORIZATION OF APPROPRIATIONS.

There is authorized to be appropriated $180,000,000 for each of fiscal years 2009 and 2010 to carry out

this Act. Such funds shall remain available until expended.

SEC. 6. DEFINITIONS.

In this Act, the following definitions apply:

(1) CLOSED MILITARY INSTALLATION- The term 'closed military installation' means a military installation, or portion thereof, approved for closure or realignment under the Defense Base Closure and Realignment Act of 1 990 (part A of title XXIX of Public Law 101-510 : 10 U.S.C. 2687 note) that meet all, or 2 out of the 3 following requirements:

(A) Is located in close proximity to a transportation corridor.

(B) Is located in a State with a high level or threat of disaster related activities.

(2) EMERGENCY- The term 'emergency' has the meaning given such term in section 102 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5122 ).

(3) MAJOR DISASTER- The term 'major disaster' has the meaning given such term in section 102 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5122 ).

(4) MILITARY INSTALLATION- The term 'military installation' has the meaning given such term in section 2910 of the Defense Base Closure and Realignment Act of 1990 (part A of title XXIX of Public Law 101-510 : 10 U.S.C. 2687 note)

Rex 84

Rex 84, short for Readiness Exercise 1984, is a contingency plan developed by the United States federal government to suspend the United States Constitution , declare martial law, place military commanders in charge of state and local governments, and detain large numbers of American citizens who were deemed to be " national security threats", in the event that the President declared a "State of Domestic National Emergency". The plan stated that events that might cause such a declaration would be widespread U.S. opposition to a U.S. military invasion abroad, JSsuch as if the United States were to directly invade C entral America ^ ^^^^^^ . To combat what the government perceived as "subversive activities", the plan also authorized the military to direct ordered movements of civilian populations at state and regional levels. ^Rex 84 was written by Lieutenant Colonel Oliver North , who was both the NSC White House Aide and NSC liaison to FEMA, and John Brinkerhoff , the deputy director of "national preparedness" programs for FEMA. They patterned the plan on a 1960 report written by FEMA chief Louis Giuffrida , at the Army War College , which proposed the detention of up to 21 million "American Negroes", if there were a black militant uprising in the United States.^ ^ Existence of a master military contingency plan (of which REX-84 was a part), " Garden Plot " and a similar earlier exercise, "Lantern Spike" were originally revealed by journalist Ron Ridenhour , who summarized his findings in "Garden Plot and the New Action Army."^

Exercises similar to Rex 84 happen regularly.^ For example, from 1967 to 1971 the FBI kept a list of over 100,000 persons to be rounded up as subversive, dubbed the "ADEX" list.^

The basic facts about Rex 84 and other contingency planning readiness exercises — and the potential threat they pose to civil liberties if fully implemented in a real operation — are taken seriously by scholars and civil libertarians .^

Rex 84, or Readiness Exercise 1984, was a secretive scenario and drill developed by the US federal government to suspend the US Constitution, declare martial law and place military commanders in charge of state and local governments and detain large numbers of American citizens who are deemed to be a national security threat in the event the President declares a state of domestic national emergency.

The plan, Rex 84 states that events that might cause such a declaration might be widespread US opposition, for example to a US military invasion abroad, such as if the US were to directly invade Central America, to combat what the government perceived as “subversive activities.”

The plan also authorized the military to direct ordered movements of civilian populations at state and regional levels. Such a plan would call for the building of large facilities to house those dissidents.

In a course of such an event, the responsibility for the detaining and housing US citizens would come under the Federal Emergency Management Agency.

Information which has appeared on the Internet has shown that FEMA is building detention facilities all over the US. There are claims on the Internet and in alternative media that over 800 such facilities have been built. However the US government continues to deny the existence of such locations.

Hello. This is John Robles. I’m speaking with Mr. Ken Adachi, the owner and the editor of educate-yourself.org .

Robles: There have been some revelations recently on the Internet about some FEMA internment camps that have been appearing in the US, and the name of Ted Gunderson came up. I believe you were a good friend of his for about 13 years. He was a former FBI bureau chief, and he was with the bureau for about 30 years, I believe. Can you tell us a little bit about Mr. Gunderson and your relationship to him? I’d also like to ask you about these FEMA camps, if possible.

Adachi: Ted Gunderson was with the FBI for about 27 years or so. He retired in 1979 and became a private investigator. I first saw him or heard him in 1998, had a talk to him locally and we became more close with each other in 1999.

I began to share some information with him that I had been acquiring over the years. There had been a lot in his own investigative work, and camps were one area that Ted had talked about, but not the only one that Ted talked about or written articles about, these FEMA detention centers. But he certainly did cover it as one of his areas of investigation.

FEMA was established in 1979 under the Carter Administration, and I believe that in the late 1980s to early 1990s FEMA began building detention centers all over the continent, the US, and Alaska, and Hawaii, and other US possessions around the world.

Ted retired from the FBI in 1979 and became a private investigator from his retirement till the time he passed away in 2011. So, this work we are talking about is Ted’s private investigation on the camps. He was not connected with the FBI at that point. Ted did this as a private investigator, researcher who was digging up information about FEMA camps.

FEMA was not created until 1979. At that time Ted had retired, and when he was with the FBI there was no FEMA. So all of this investigative work – let’s say research work – was done mostly in the 1990s and in the 2000 decade, when most of the detention centers were being built in the US.

Many his articles about the detention centers – Ted said there were well over 800 of them – and some of them have the capacity to hold very large numbers of people, in some cases between 2-5 million people. I’ve read that one camp that is located on an island off Alaska can hold up to 5 million people.

Robles: Five million people off the coast of Alaska? In your opinion, why would they build such a horrendous-sounding place?

Adachi: There is no official explanation for the purpose of building this detention center – and has never been. Even the existence of them has never been – let’s say –made known by the government. Local people have taken photos of these camps. They live in the areas where the construction has taken place, so they have been photographed, etc. So, you’d think all the information has appeared on the Internet.

But because the government has not openly stated anything about these centers at all, there is no justification presented at all. So the people wrote to their Congress people and inquired about this, but got back either a nonsensical reply like ‘we’ve never heard of that so we don’t believe they exist,’ or they were told those were just routine emergency centers pending an event such as when we need bases for earthquake victims and that type of thing.

There is no adequate explanation by the government to this date for the building of these high-security detention centers with very high fences with barbed wire that’s pointed inward.

These so-called “detention centers” are intended to keep people in, in much the way Nazi concentration camps were designed to keep people in. And the reason Ted talked about it is that it’s very disturbing information. What country in the world would build all these detention centers without stating the reason for it?

Robles: You are saying there are 800 of these?

Adachi: I can’t confirm it. I’ve read on the internet that there are over 800 of these centers.

Robles: How well documented is the one you were speaking about, off Alaska?

Adachi: I did read about it from a couple of sources. I’ve seen videos. If you do a YouTube search and fill in “detention centers,” you’ll see videos of people who took videos outside these detention camps.

There’s a very good reason for heightened concern. I don’t know the extent of it. I first learnt about this in the late 90s. There was a former military man, a chaplain. Emettson, I believe, was the name. He is a former army chaplain.

He started to report about these centers. I heard it on a radio show, and I was taken aback. Then later, I started to research the Internet and other people were talking about it. So, if you simply do a Google search and fill in “detention camps,” you will come up with thousands of articles that talk about this and many other cases.

Robles: Very disturbing, what you have said about the camp that can hold 5 million people off Alaska. I believe these are not even five million people in Alaska itself, are there.

Adachi: I’m rather worried, you know, that it’s such a remote location. Imagine, if people get transported to this island in a high-security enclosure, so they have a little chance of getting out. And let’s say they did, where would they go? It’s like a devil’s island.

That’s really bad news for all of us. We are concerned that the alternative purpose for these camps would be to house very large numbers of American citizens who aren’t willing to play ball with the New World Order or takeover of America.

This country is being subverted through subterfuge and deceit into a fascist police state, and not all of us are pleased with those who are trying to subvert and nullify the right guaranteed by the US constitution. That’s why I’m talking to you here. I’m very much interested in preserving the constitutional framework that has characterized the US since its inception.

Robles: Mr. Gunderson was also interested in protecting the constitution.

Adachi: Absolutely! This was his prime motivation – as everyone who understands the great miracle that was the US. And we want to not allow it to pass into oblivion. That’s why we are talking.

The recent resurgence of information on the existence of FEMA internment camps, revelations of total surveillance by Edward Snowden, and several instruments of total power passed into law by US President Obama, have forced many denizens of the internet and seekers of truth, to take yet another look at what the world is becoming. Although there is still time to fight it appears that there is little we can do to stop the United States and its attempts to turn the world into a complete and total Orwellian security state. For Americans the time to rise up may have passed as plans for a mass uprising are already in place and include prisons that will be able to house millions.

Post 9-11 takeover by the “shadow government”

Recently the existence of FEMA internment camps, or as some are calling them “concentration camps”, once again as has been the case periodically since 9-11 and the creation of the Department of Homeland Security, has become the focus of some of the world’s alternative media.

Usually such reports are dismissed and marginalized by the US Government subservient “mainstream” media, and only alternative media or “conspiracy theorists” such as Alex Jones or Jesse Ventura, are the only ones who have the courage to report on the subject.

Since 9-11, when the Twin Towers of the World Trade Center in New York City were intentionally imploded in a controlled demolition providing the, for lack of better term, “shadow government”, with the catalyst they needed to start a global war of domination and strip away the rights of Americans, the existence of FEMA “Camps”, plans for the implementation of martial law, and thousands of Draconian and Machiavellian moves by the US Federal Government to strip away the rights and freedoms of Americans all on the basis of security, have been the subject of much debate but even the exposure of massive illegality and the waging of wars of aggression have not brought caused a single individual to account for such egresses.

Silencing those who question 9-11

The shadow government has done everything they can to punish and silence anyone who has questioned the events of 9-11. This first started with the silencing and marginalizing of the entire 9-11 truth movement. A movement based and founded on the simple observation that even a three year old child could have made, namely that if you hit something on the side, it falls over following the same path of force that the impacting object was following, and it does not implode into its own footprint.

Immediately after the events of 9-11 questions began to be raised and everyone from FBI agents to structural engineers got involved voicing very credible, plausible and even concrete scientifically based evidence questioning the official version, sadly everyone was eventually silenced, marginalized and even killed.

One of the most reputable voices who stated that 9-11 was an inside job was a man who died last year, Ted Gunderson, a 30 year veteran of the FBI who was the Los Angeles Bureau Chief and had approximately 800 FBI Agents working under his command. He was also most famous for handling the case of the John F. Kennedy assassination and the death of Marilyn Monroe.

Before his death Mr. Gunderson openly questioned 9-11, gave talks on the issue and also started to investigate the existence of FEMA camps. This was one of the most troubling issues that he fought to get to the truth of until his death and one that has to this day not been properly addressed by the authorities or anyone in power.

Although the 9-11 Commission was the last instrument to silence the populace and their questions on 9-11 there has been no official response to questions about FEMA camps.

The entire post 9-11 paradigm

To understand the entire current post 9-11 world very uncomfortable questions need to be asked and the evidence has shown that it all goes back to Nazi gold, Preston Bush, and 40,000 Nazis who found refuge in the United States after WWII.

Ronald Reagan, his Star wars, Aids and the “cleansing” of America of blacks and homosexuals were just some of the steps of the plan.

Then came along Clinton and he began downsizing the military and closing military bases. After all the Cold War was over and there was no need for such a global military structure. This angered the military industrial complex and along came Monica Lewinsky from the Pentagon to help get rid of Clinton. Clinton fought back and was convinced to allow the military industrial complex and the “shadow government” to invade Yugoslavia as a test to the concept of aggressive war disguised as humanitarian intervention.

The plan worked and to this day no one has had to answer for the aggressive invasion and the breaking up of Yugoslavia nor for the slaughter and genocide of the Serbs.

Post Clinton expansion, the PNAC and Bush

The “shadow government” and the military industrial complex had tasted the “success” of the Yugoslavia operation and were hungry for more so a plan was devised by the Project for the New American Century which would allow for all of their goals to be fulfilled, global expansion, aggressive wars and the subjugation of the American people, something that would require the American Constitution to be, for lack of a better expression, flushed down the toilet.

Their plan required a mass casualty event to serve as a catalyst and to force the US populace into accepting the stripping of their liberties and thus 9-11 was carried out. 9-11 was the catalyst, everything that has happened since has been a part of their plan.

Obama and the continuation of the plan

Towards the end of the second Bush regime the dissent of the American populace was growing, in particular the Liberal and minority populations so the planners had to think of a way to silence the left and those who were questioning their activities. The planners decided that installing a black president who promised change would be the best way to deal with dissent and for the most part it has completely silenced the left and everyone who would otherwise protest, refusing to believe that a black president could be a party to anything nefarious. However this is about installing a “Big Brother” and Obama fits the bill. It is not important that his skin is dark, this is about absolute power and control of the masses, race has no real role, except when it comes to the end game.

FEMA, the Board of Governors and dealing with American dissent

All of the matters listed above have been well-documented and would each require volumes to cover properly, however one area that has been under reported and under investigated is FEMA.

FEMA stands for the Federal Emergency Management Agency and they are one of the bodies that will control the entire United States after the implementation of martial law if such an event is allowed to take place. They will be under the head of the Department of Homeland Security, the newly created Board of Governors and the President of the United States who will become a new imperial power.

The Board of Governors was created under Obama and consists of 10 governors who will rule and take power away from the governors of the states which find themselves in the 10 regions which the United States has already been divided into.

With the implementation of martial law the US military, FEMA, Homeland Security, and the President will control the entire United States and anyone who dissents will be dealt with according to the level of threat that they are determined to pose.

Instruments of control

According to hundreds of reports FEMA has already built from 600 to 800 internment camps in the United States. Many of them have been documented, recorded and filmed, however there has been no admission by the government, nor explanation as to their purpose.

Even when confronted openly, even at the very facilities in question, the response has always been denial. Many of the internment facilities are supposedly already in use and are housing entire families and children, these have been filmed. Yet despite obvious evidence that they are essentially high-security prisons the authorities claim they are family care centers and the like.

Information available from open sources and a large part of the independent investigations by T Gunderson have allowed for some insight into the FEMA camps, the fact that they exist and the way they will be used.

It is reported that all of the camps share several chilling characteristics including access to railway infrastructure, high multiple fences with barbed wire pointing inward, huge territories, airplane and/or helicopter access, and the ability to house huge numbers of people including children. One center which is in use was filmed for a conspiracy theory program by Jesse Ventura and Alex Jones and has since been banned but has found a following on the net.

According to conflicting reports there are centers that can house as many as 5 million people. According to Mr. Gunderson evidence one center exists on an island off Alaska that is said to be capable of housing up to five million people and would be impossible to escape from.

Some evidence, which cannot be proven, but is available on the internet points to the installation of gas chambers, the stockpiling of massive numbers of coffins and even a color coding system which calls for those deemed “red” to be killed immediately, those marked “blue” to be reprogrammed, and the least threatening “yellow” to be exterminated or set free as they are useless and there are too many of them.

Legal framework

A bill called HR 645 has set up the legal framework for these camps to be built in the United States and the way in which they may be used is chilling. In the event of martial law entire segments of the population may be interred in the camps.

One reason for the internment may be mass opposition to a US military invasion, for example if the US decides to invade Central America. Another may be a mass-uprising by the black population, or the perceived threat of a possible uprising. In such an event African Americans may be interred.

These are just some of the plans in place and approved by Obama and the current US Government and laid out in HR 645.What is chilling is that all of these plans and instruments are in place and no one has been able to do anything about it.

Other instruments of control

Almost all of the instruments of totalitarian total control are already in place in the United and many have been finalized only recently. For example the right to broadcast state created propaganda to the internal US population, something I wrote about recently. This will allow for an Orwellian Ministry of Truth to be created in the United States.

We have revealed the total surveillance infrastructure already in place and being used under secret directives and in the name of security.

Uncontrolled fusion centers with no accountability have popped up all over America to serve as command and control centers in the event of martial law and to assist in identifying enemies of the state.

Billions of bullets have been ordered by the US Government in preparation for massive unrest and the killing of American citizens, according to reports on the web.

False flag terrorist attacks and the perpetuation of the terrorist threat as a pretext for taking away liberties and freedoms and rights.

The war on journalists and whistle-blowers and the clamp down and monitoring of the press have allowed them to control and deal with anyone who might have access to the truth or who is able to connect the dots.

Drones and other new technologies have allowed for the monitoring, remote assassination and spying on anyone anywhere in the world.

Extra judicial executions, indefinite detention, the cancellation of Habeas Corpus rights and secret off shore prisons have all been in place for years and are to be expanded on as no one has been able to stop these practices.

Total and complete surveillance, facial recognition, advanced profiling, and the ability to accurately predict the movements of the populace allow for the complete control of anyone they choose as a target.

Those with the proof silenced

If you have followed the cases of Julian Assange, Bradley Manning and Edward Snowden and have taken an interest in the number of people with inside knowledge that died mysterious deaths after 9-11, you might come to the conclusion, as I have that Manning, Assange and Snowden have facts that they have not released to the public and that point to collusion by the shadow government into the events of 9-11.

Whether they know it or not, and it is quite possible the three of them are not aware, they most definitely hold key pieces of the puzzle that would unravel the “shadow government” and cause the collapse of the US system as we know it. I would offer that this is the true reason for the way the US Government has gone after these three individuals they way they have. It is not merely some obsession of Obama’s.

Assange may know this and it may be contained in his famous insurance file, which is why he is still alive. Snowden may know these things which is why the US Government has gone so far and begged Russia not to give him a “platform”. Unfortunately we do not know and can only guess but if it is and they have been silent then we can only postulate that the information they have may cause revolution and resulting mass casualties and a complete end to the United States and the so called New World Order.

What can we do?

The only thing that can be done is to remove those who have taken over power and to roll back everything that they have done to usurp the US Constitution and international law. Will or can anyone do this? It is unlikely but we have to keep exposing and questioning and demanding accountability.

The key lies with the American populace, if they rise up and refuse to allow this to continue it can be stopped. But there is no will among the general population to do so. Everyone has been cowed into submission and inactivity by the endless mind controlling flow of propaganda being fed to them by those in power.

I oversimplify here but those are the conclusions I have reached after conducting hundreds of interviews and investigating these matters for over 15 years. There is no real terrorist involved in the “War on Terror” and it is not a war “against” terror or terrorism, it is a war “using terror as a pretext” and the target of that war is you, free thinking and independent citizen of the world.
